Rising Scholars

What is the Rising Scholars Program? 

The Rising Scholars Program at Santa Barbara City College (SBCC) provides incarcerated and formerly incarcerated students with support throughout their educational journey—from enrolling in college and completing a degree or certificate to transferring to a four-year university and entering the workforce. Through academic guidance, counseling, tutoring, financial aid assistance, career planning, and connections to campus and community resources, Rising Scholars helps students overcome barriers, navigate college, and achieve their educational and career goals.

Established in 2008 as the Transitions Program, Rising Scholars began as a six-week summer bridge program designed to help formerly incarcerated students successfully transition to college. Students received academic, financial, and personal support, including College Success and Academic/Career Planning courses that helped students identify their educational goals and develop the skills and resources needed to succeed.

From Jail Education to College 

In 2015, the program expanded to the Santa Barbara County Jail through the SBCC Jail Education Program. This created a pathway from the Santa Barbara County Jail to the SBCC campus, allowing students to begin their educational journey while incarcerated and continue their studies after release. Upon release, the Rising Scholars Program helps students enroll in college courses and connect with the resources they need to pursue an associate degree, vocational or certificate program, or transfer to a four-year university.

Our Goals 

The Rising Scholars Program is committed to:

• Expanding access to higher education for incarcerated and formerly incarcerated students.
• Supporting student success and persistence by helping students stay enrolled and make progress toward their educational goals.
• Promoting academic achievement by connecting students with the resources, guidance, and support they need to succeed at SBCC.
• Helping students identify and pursue educational and career pathways that align with their goals and interests..

1. Apply to SBCC by completing the Admissions Application: www.sbcc.edu/apply
2. Complete the Free Application For Federal Student Aid (FAFSA)
3. Complete the 2026-2027 California College Promise Grant
4. Click "Join Rising Scholars" below and complete the Rising Scholars Application

Student Responsibility  

• Students must meet with Rising Scholars Academic Counselor once per semester (See contact info below).
• Rising Scholars students must attend at least one program event once per semester
